What size is the Rifle Tactical Morale Patch GUN-HLS?

How does the Rifle Tactical Morale Patch GUN-HLS attach?
The GUN-HLS has a hook & loop backing and presses onto any velcro-style loop field, lifting off again for swapping.

Both are 4.13" long, but the Rifle Tactical Morale Patch GUN-HLS is taller at 1.97" and finished in olive and tan, while the GUN-CHSC AR-15 is slimmer at 1.57" and finished in black and gunmetal. Both are sold separately at Going Gear.
Is the Rifle Tactical Morale Patch GUN-HLS waterproof?
